Background and objectives
Increasing resource efficiency is a key element of the EU 2020 strategy for inclusive and sustainable growth. This objective is all the more important in the water domain, where several scientific studies highlight raising trends in water scarcity and stress phenomena in Europe. Against this background, the European Commission’s Blueprint for water resources reiterates the importance of water pricing policies to promote a more efficient use of water resources, and calls Member States and stakeholders to increase efforts to ensure the implementation of the cost-recovery requirement.
At the same time, the current economic crisis has intensified water access problems in Europe and water affordability is becoming a growing political concern, as also recognized by the European Commission in its response to the ECI on water.
This seminar is thus aimed at both identifying challenges and exploring possible solutions to reconcile the protection of water resources, cost recovery and affordability.
During the seminar, a comparative analysis of different water pricing models will also be presented to stimulate the discussion among experts and stakeholders. This work, carried out by the APE Working Group on tariffs, investigates analytically the pricing methodology and tariff structure in different national contexts, focusing in particular on the public sector perspective.
