APE's position on the European Commission's proposal on Water Reuse

APE members welcome the European Commission's proposal for a Regulation on minimum requirements for water reuse, published on 28 May to facilitate the reuse of water for the purpose of agricultural irrigation. 

The Commission’s proposal provides a clear framework for water operators and facilitates the reuse of treated water in areas pressured by water scarcity, aligning with circular economy objectives. Nevertheless, we highlight that, to meet its objectives, the proposal needs to better consider the potential environmental effects of water reuse, including risks of overconsumption and of negative effects on ecological flows; distribute responsibilities in the development of the proposed risk management plans more appropriately, as plant operators do not have the power to carry out some of the tasks allocated to them; and ensure a proportionate, fit-for-purpose approach to water quality requirements.
