The ruling of the Court of Justice of the European Union clarifies that the arguments put forward by the pharmaceutical and cosmetics industries are inadmissible, thereby providing legal stability to the EPR framework. This legal certainty is essential to enable public water operators to make the necessary investments for the installation of quaternary water treatment, which is essential to achieve high levels of water quality after treatment. Respecting the Polluter Pays Principle also guarantees a fair redistribution of costs between polluting industries and citizens who ultimately pay the water bill, with water operators acting as intermediaries in this system.
